Criminal case - Sentencing. The district court's sentencing decision was
not influenced by the race or national origin of the defendant and her
victims, nor by her immigration to the U.S. or her inability to pay
restitution; references by the government and the court to defendant's
having duped her fellow Laotians were an explanation of the nature and
circumstances of the offense and the severity of her misconduct; there was
nothing in the court's comments to signal that it was increasing
defendant's sentence because it was unlikely she would ever repay a
significant portion of the more than $500,000 she stole from investors in
her scheme and the nearly $200,000 she owed in unpaid taxes.
