preempt Arizona Revised Statue section 33-814 which sets a 90-day time
limit for commencing or continuing a civil action in Arizona state court;
the creditor's action to recover the balance owed on the loan in question
was dismissed shortly after the trustee's sale for failure to perfect
service on the debtors and the suit was not sufficient to preserve the
creditor's right to a deficiency judgment.
