The district court did not err in denying Sullivan's petition to vacate an arbitration award issued by a System Board of Adjustment pursuant to the Railway Labor Act, 45 U.S.C. Sec. 151, et seq; Sullivan's procedural due process claim is without merit; claim that Sullivan's termination violated public policy was an improper attempt to argue the merits of the Board's decision, as was his challenge to the Board's determination that his conduct violated the employer's anti-harassment policy; nothing in the CBA required progressive discipline and the Board properly applied the CBA.
