The district court did not err in holding defendant Wolfe violated plaintiff's Fourth Amendment right to be free from excessive force, because her use of force was objectively unreasonable as a matter of law; at the time of plaintiff's arrest he had committed no crime, was not resisting arrest and had not acted aggressively or in a manner which threatened defendant or other officers; plaintiff's right to be free from excessive force was clearly established at the time of the incident, and defendant was not entitled to summary judgment based on qualified immunity.
