excessive force - an arm-bar technique - in effecting plaintiff's arrest,
the district court did not err in granting Hallock summary judgment based
on qualified immunity as based on the circumstances Hallock confronted on
arriving on the scene, his use of the arm-bar fell short of the level of
force required to constitute a constitutional violation.
