Civil Case - civil rights. Default judgment entered against police officer
in his official capacity is a judgment against the government entity in
all respects other than name. Notice, served in accordance with state law,
was proper. Mandamus was properly issued by the district court and was the
correct procedure to enforce a judgment against a public entity. As to the
cross-appeals the district court properly denied post-judgment interest,
as the judgment did not include references to post-judgment interest and
the complaint did not request it. The district court did not abuse its
discretion in reducing the award of attorneys fees based on the type of
work at issue.
