Civil case - Fair Debt Collection Practices Act. The district court
correctly applied a materiality standard in determining whether
representations by defendant were actionable under the provisions of the
Fair Debt Collection Practices Act, 15 U.S.C. Sec. 1692(e); defendant's
attempt to collect interest under Minnesota Statute section 549.09 did not
amount to unfair practice under the Act.
