Civil case - Civil rights. In a Section 1983 action filed after
plaintiff's son, a pretrial detainee, committed suicide in the St. Louis
City Jail, the plaintiff failed to allege facts establishing the
subjective prong of his deliberate indifference claim against the
defendant corrections officer; the complaint contains a legal conclusion
that the defendant was deliberately indifferent, but it fails to make any
allegation about the defendant's knowledge that the deceased was having
suicidal thoughts; the conclusory statement does not save the complaint
absent any allegation of knowledge; in the absence of any constitutional
violation by the individual city employee, there can be no Section 1983 or
Monell liability on behalf of the City.
