discretion by making defendant's sentences for witness tampering and drug
trafficking consecutive; the consecutive sentence for witness tampering,
which was substantially below the guidelines, was reasonable; the district
court adequately explained its sentencing decision; consecutive sentences
were not prohibited by 18 U.S.C. Sec. 3584(a); prosecutor's sentencing
arguments did not violate the plea agreement.
