Civil case - Civil rights. In this action by civilly committed individuals
alleging the Minnesota Extended Treatment Options program's use of
seclusion and restraints violated their Eighth Amendment rights, the
district court correctly held that it retained jurisdiction over the
matter to enforce the stipulated class action settlement agreement the
parties reached in 2011; this court has jurisdiction over the defendants'
appeal under the collateral order doctrine; the district court did not err
in determining that, under Minnesota contract law, the jurisdictional
provision of the settlement agreement was ambiguous; turning to extrinsic
evidence to resolve the ambiguity, the court did not err in finding it
supported an interpretation permitting the court to extend its
jurisdiction as it "deems just and equitable."
