Criminal case - Criminal law. The circumstances surrounding defendant's
stop met the threshold minimal level of justification and supported the
police officers' reasonable suspicion that defendant was engaged in
criminal activity; protective frisk was proper under Terry v. Ohio where
defendant repeatedly disregarded the officer's instruction concerning the
location of his hands relative to his coat pockets.
