negligently supervised a priest hired to provide services at Tripler Army
Medical Center and failed to warn plaintiff of the priest's sexual
propensities, the district court did not err in determining the United
States was entitled to sovereign immunity under the discretionary function
exception; the decision whether to warn of the priest's sexual
propensities or take other action to restrict his contact with children
was susceptible to policy analysis; balancing safety, reputational
interests and confidentiality is the kind of determination the
discretionary function exception was designed to shield.
