Civil case - Civil Commitment. 18 U.S.C. Sec. 4246 authorizes commitment
proceedings for prisoners whose sentences are about to expire; because of
an BOP error in calculating Clark's release date, the government did not
begin Clark's civil commitment until months after his sentence had
actually expired; as a result, a necessary condition for his commitment
was missing, and the district court's commitment order is reversed.
