   regarding volume-decrease adjustments for sole community and rural 
   hospitals experiencing declines in inpatients, the district court did not 
   err in affirming the methods the Secretary used to calculate the 
   adjustments for certain fiscal years in the mid-2000s; the Secretary's 
   interpretation of the relevant regulations was not arbitrary or capricious 
   and was consistent with the language of the regulations; the Secretary's 
   classification of certain costs is affirmed.
