Prisoner Case - Civil Rights. On claim prison officials were deliberately
indifferent to Cejvanovic's serious medical needs with respect to
treatment for fractured hip, the district court did not abuse its
discretion in failing to consider his request for substitute appointed
counsel, as the court did not receive a request for substitute counsel and
had no basis to suspect new counsel would affect the court's decision. The
court did not err in granting summary judgment to defendants on the basis
of the record, as the treatment complaint did not establish deliberate
indifference and the disagreement with treatment decisions did not rise to
the level of a constitutional violation.
