   subcontractor on a federal project, and its principal defaulted, the word 
   "successor" in the performance bond included as obligee a surety operating 
   under a Takeover Agreement with the federal government; Ratification 
   Agreement did not discharge the bond; conditions precedent for a claim 
   against the bond were met.
