[PUBLISHED] [Colloton, Author, with Gruender and Grasz, Circuit Judges] Civil case - Civil rights. In action alleging the City of Ferguson violated plaintiffs' civil rights by detaining them for inability to pay traffic fines, the City moved to dismiss seeking to assert the sovereign immunity of the Ferguson Municipal Court, which the City says is an arm of the state of Missouri. The City filed this interlocutory appeal to challenge the district court's order denying its motion to dismiss. Held, the Court lacks jurisdiction to address any potential claim of immunity by the Municipal Court, which is not a party to this litigation.
