   disabled vehicle complied with the department's tow policy; because the 
   impoundment of the vehicle was valid and because the officer's sole 
   purpose for impounding the vehicle was not to investigate criminal 
   activity, the corresponding inventory search was reasonable and the 
   evidence seized admissible.
