arrest was objectively reasonable because a reasonable officer could
perceive plaintiff as a resistant arrestee who threatened his safety; as a
result, the officer's actions did not violate the Fourth Amendment and the
court did not err in granting his motion for summary judgment based on
qualified immunity.
