   Prisoner case - Habeas. Mayfield alleged that his attorney's performance 
   was constitutionally deficient because counsel advised him to decline a 
   plea offer based on a sentencing enhancement any reasonable counsel should 
   have known was inapplicable; the record at this juncture does not 
   conclusively refute this claim, and the district court erred in denying 
   Mayfield's Section 2255 motion without a hearing; remanded for further 
   proceedings.
