Petition for Review - Immigration. The BIA did not err in denying
petitioner's application for deferral of removal under the Convention
Against Torture based on its determination that the IJ clearly erred in
forecasting that petitioner would more likely than not be tortured if
returned to Somalia; challenge to the determination of removability would
not be considered as it had not presented to the Board; challenge to the
agency's jurisdiction based on deficiencies in the Notice to Appear
rejected under Ali v. Barr, 924 F.3d 983 (8th Cir. 2019); the BIA applied
the correct clear error standard in reviewing the IJ's fact findings and
ultimate finding.
