secure a plea agreement with a recommended 120-month sentence was properly
rejected as the court cannot say counsel acted unreasonably by failing to
reach a final plea agreement or by failing to find a way to preserve the
plea offer while Love underwent mental health evaluation; claim that
counsel was ineffective by not requesting a second competency evaluation
rejected; the district court did not err in rejecting Love's ineffective
assistance of counsel claims without an evidentiary hearing. Judge Kelly,
