The district court did not err in dismissing the action for lack of subject-matter jurisdiction because plaintiff never presented the VA with her authority to act as her deceased's trustee, as required by the FTCA; as this is a jurisdictional requirement to proceed under the FTCA, the complaint was properly dismissed.
