Civil case - Civil rights. Plaintiff, a federal inmate, was injured when
the officer driving the patrol car in which plaintiff was riding attempted
to pursue a fleeing bank robber; the defendant officer was entitled to
summary judgment based on qualified immunity because his action in
engaging in a chase through an unmaintained field, when plaintiff was
shackled but not seat-belted in the back seat of the patrol car, did not
show anything more than negligence and did not constitute deliberate
indifference to plaintiff's safety.
