Civil case - Attorney fees. Four organizations brought this suit alleging
Missouri's foster care system had inadequate safeguards against the use of
psychotropic drugs; the parties settled the matter, and plaintiffs sought
nearly $3.9 million in attorney fees; the district court awarded them $3.2
million, and defendants appealed, asserting the district court abused its
discretion by declining to impose an even greater reduction. Held: the
district court properly placed the burden of proof on plaintiffs, and it
did not abuse its discretion in making the award.
