Criminal case - Sentencing. The district court provided a sufficient
explanation for its decision to deny defendant's request for compassionate
release; defendant failed to exhaust his administrative remedies prior to
filing his motion for compassionate release; defendant's arguments for
creating an equitable exception to the mandatory claim-processing rule are
rejected; under the language of 18 U.S.C. Sec. 3624(c)(2), the district
court correctly determined that it did not have authority to change
defendant's place of imprisonment to home confinement as such authority is
delegated solely to the Bureau of Prisons.
