Petition for Review - Immigration. The agency did not err in determining
that petitioners were not entitled to asylum as they had not presented
evidence of past harm rising to the level of past persecution; nor did
they establish a well-founded fear of future persecution; because they had
not established past persecution, petitioners could not show they were
eligible for humanitarian asylum; because petitioners did not show
eligibility for asylum, they necessarily could not meet the more rigorous
standard for CAT relief; the agency did not abuse its discretion by
denying petitioners' motion to reopen.
