   Civil case - Arbitration. The dispute in question did not involve 
   securities transactions governed by the Financial Industry Regulatory 
   Authority, and there was no basis to compel plaintiffs to participate in a 
   FINA arbitration proceeding; as a result the district court did not err in 
   granting a preliminary and permanent injunction enjoining defendants from 
   proceeding with their FINA arbitration.
