Civil case - Fair Credit Reporting Act. Defendants listed plaintiff's
credit card debt on their credit reports after it had been discharged as
part of his Chapter 7 bankruptcy and he sued, alleging they had violated
the Act by not maintaining reasonable procedures to remove discharged
debts; the tangible financial harm and intangible emotional injury
plaintiff pleads are sufficient to establish standing; the district court
did not err in dismissing the claims for failure to plausibly allege the
reporting procedures were unreasonable, as the complaint presented only a
bare legal conclusion that defendants employed unreasonable reporting
procedures. Judge Kobes, dissenting.
