The BIA did not err in declining to address the IJ's adverse credibility finding as the BIA correctly determined that the IJ's decision included an alternative determination that petitioner's' claims for CAT relief would fail even if his testimony were believed; the BIA's decision adequately addressed petitioner's arguments and provided enough reasoning to permit meaningful judicial review; the petition for review is denied.
