Civil case - Civil rights. With respect to plaintiff O'Hara, defendant
Faughn, a police officer, had probable cause to conduct a traffic stop for
an infraction involving license plate lights, and he was entitled to
qualified immunity on O'Hara's Fourth Amendment claims; with respect to
plaintiff Hess's claims, the evidence showed Faughn was not responsible
for her traffic stop or her arrest, and Faughn was entitled to summary
judgment on Hess's claims; assuming defendants Sanders and Stacy knew of
Faughn's unconstitutional acts, they were entitled to summary judgment
because plaintiffs failed to how they were deliberately indifferent; there
was not any evidence that either defendant deliberately disregarded a
substantial risk of unconstitutional harm posed by Faughn.
