   Civil case - Federal Tort Claims Act. In action alleging defendants 
   negligently concealed the flood zone status of their property, they failed 
   to state an FTCA claim against defendants Atkins, Dewberry and Sandtec 
   because they failed to allege they were employees of the federal 
   government; with respect to the state law claims, plaintiffs failed to 
   state a claim for negligent misrepresentation.
