Kansas City restricts participation in its Minority Business Enterprise and Women's Business Enterprise Program to entities whose owner satisfies a personal net worth limitation; plaintiff, a woman-owned business whose owner's personal net worth exceeded the limit, challenged the program as unconstitutional. The program's net worth limitation is a valid narrow tailoring measure, which is rational and race- and gender neutral; the district court did not err in entering judgment for the City.
