Criminal case - Criminal law. A prosecution for transporting a minor with
intent to engage in criminal sexual activity in violation of 18 U.S.C.
Sec. 2423(a) does not require the government to show that defendant knew
his victim was a minor as Congress meant the statute to have a
strict-liability age element; the district court correctly held that the
government did not need to prove that defendant specifically intended to
engage in sexual activity as such; it was required to prove only that
defendant intended the victim to engage in sexual activity and that the
sexual activity was unlawful. Judge Grasz, dissenting.
