Petition for Review - Immigration. The agency did not err in determining
that petitioner had been convicted of a particularly serious crime -
dismemberment of a person after a murder - and that he was ineligible for
asylum and withholding of removal as a result; petitioner failed to show
that it was more likely than not that he would be subject to torture by
the Zetas if he returned to Mexico, and he had failed to establish his
eligibility for CAT relief.
