Civil case - Telephone Consumer Protection Act. The fax defendant sent its
health-plan-sponsor clients, such as plaintiff, regarding changes in
opioid-coverage-limitations was not covered by the Act because it was not
an unsolicited advertisement; as no jury could find the fax was an
unsolicited advertisement under the Act, the district court properly
granted defendant's motion for summary judgment.
