   Civil case - Brady Handgun Violence Prevention Act. Under controlling 
   Eighth Circuit precedent, plaintiff's restoration of rights in Minnesota 
   did not affect his Iowa criminal convictions and thus did not affect the 
   federal limitations on plaintiff's rights, as a convicted felon, to 
   possess a firearm. See U.S. v. Lowe, 50 F.3d 604 (8th Cir. 1995).
