Civil case - Administrative Procedure Act. Plaintiffs challenges the
Bureau of Land Management's grant of eight drilling applications to
extract oil from beneath Lake Sakakawea, the plaintiffs' sole source of
drinking water. The Bureau's approval of the project, based on the record,
was not arbitrary or capricious because it met the statutory and
regulatory requirements- reasoned decisionmaking; the Bureau did not
prevent the plaintiffs from developing a sufficient record on relevant
issues.
