Petition for Review - Immigration. The agency did not err in concluding
that none of petitioner's 12 proposed particular social groups was
cognizable for asylum purposes; seven of the groups lack social
distinction and five of the remaining groups lack particularity; because
petitioner failed to establish membership in a cognizable social group,
the BIA did not err in denying his applications for asylum and withholding
of removal; petitioner's CAT claim fails, as the record does not support
his argument that the Mexican government has turned a blind eye to
gang-inflicted torture.
