   Civil case - Gun Control Act of 1968. Plaintiffs sought a preliminary 
   injunction seeking to enjoin the Bureau of Alcohol, Tobacco, Firearms, and 
   Explosives from implementing a Final Rule "Definition of 'Frame or 
   Receiver' and Identification of Firarms," 87 Fed. Reg. 24,652 (April 26, 
   2022) (codified at 27 C.F.R. pts 447, 478, and 479). The district court 
   did not err in denying the request for a preliminary injunction as 
   plaintiffs failed to show they will suffer irreparable harm absent the 
   entry of a preliminary injunction; plaintiffs failed to show how the Final 
   Rule will prevent them from engaging in constitutionally protected conduct 
   and failed to show that they would suffer actual economic harm.
