Civil case - Civil rights. Plaintiff alleged the law enforcement
defendants conducted an inadequate investigation into his claims that he
had been assaulted, thereby depriving him of his due-process and
equal-protection rights; the district court erred in granting the
defendants' motion for summary judgment as plaintiff lacked standing to
challenge the failure to investigate, as a victim has no constitutional
right to an investigation of a crime committed against him at least in so
far as the equal-protection claim is based on a class of a single
individual; the district court did not err in granting defendants' motion
for summary judgment on claims under the Missouri Constitution as
plaintiff failed to respond to the portion of the defendants' summary
judgment motion dealing with the claims; remanded with instructions to
dismiss the federal claims for lack of standing.
