A sitting President is not immune from civil suit for his unofficial
acts; law suit by woman alleging the President sexually harassed her
while he was governor of the State of Arkansas may proceed and does
not have to be stayed while President is in office; district court
may use its inherent authority and ability to control discovery to
protect the President's ability to perform the duties of his office.
