   Civil rights - School officials were not liable for teacher's actions in
   forming sexual relation with a student; officials were not deliberately
   indifferent and did not ignore the complaints raised by the student
   and her mother; under Title IX a genuine issue of material fact
   existed as to when defendants knew of the relation and whether they
   took reasonable steps to stop it.
