   Civil rights - Jail officials did not have a constitutional duty to
   protect citizen whose business was near jail from rape by prisoner
   allowed to leave his cell and work around jail; even though jail
   officials knew of prisoner's record, they did not know he presented
   danger to victim which was grater than threat to the general public.
