   qualified immunity grounds on claim they improperly opened legal mail;
   jail officials had instituted constitutionally appropriate mail policy
   and mail clerk's accidental opening of envelope, while violating jail
   policy, did not deprive prisoner of right to access to courts;
   inadvertent opening is not actionable under Section 1983.
