   Challenge to denial of claim of damages and interest in Individuals
   with Disabilities Act case. Held: because school district did
   offer disabled student a free appropriate public education, the
   district court erred in ordering district to reimburse student's
   parents for the cost of private school education. Reversed in
   part, affirmed in part.
