   Challenge to decision that credit card company violates state
   law by mailing reaffirmation proposal to debtor instead of counsel.
   Held: Bankruptcy court properly held that such practice violates
   state law but erred in finding that practice also constituted
   an ethical violation. Affirmed in part, reversed in part.
