   engaged in an unfair labor practice by repudiating pre-hire collective 
   bargaining agreement with the Carpenters' union and hiring 
   non-union carpenters to finish dam project; order reinstating fired 
   employees affirmed, as record shows they were terminated for their 
   union membership as part of an improper plan to withdraw 
   recognition from the union.
