  Civil Case - employment discrimination. Indian Health Service 
   nurse brought race and national origin discrimination charge 
   for denial of promotion. District court's grant of summary 
   judgment is affirmed as there was insufficient evidence to 
   create reasonable inference that intentional discrimination 
   was factor, even though Secretary applied the incorrect standards.
