   Civil case - Immigration law. District court erred in finding it 
   did not have jurisdiction under the Illegal Immigration Reform 
   and Immigrant Responsibility Act to decide legal challenge to 
   order denying plaintiff's petition to adjust his immigration status; 
   however, the BIA decision was supported by substantial evidence 
   of immigration fraud, and the order should be affirmed.
